Will a mutual fund keep the dividends earned from stock holdings if the fund feels they are not growing?

I have read that some mutual stock funds do not pay out the dividends they earn because they do not feel like they are financially stable enough to do so. Is this true? And should it not really matter to the shareholders because the mutual fund is focusing on growth which will eventually be a benefit?
