Can I give power of attorney to person that is not a US citizen?

I am a shareholder in a company incorporated in Florida.All of the shareholders have agreed to sell the company to another company.I may not be able get to florida to sign off on the sales contract.I want to give POA to the company secretary who is a resident of the USA but not yet a citizen.The VP of the company told me that this is not possible.Is this true?
