In this time of economic crisis, can the government freeze wages and forbid layoffs for...?

Personally, I would like for it to be forbidden for business executives to receive bonuses or raises in years when they have had mass layoffs but I do NOT think that what you are suggesting is a good idea. The last thing we need is to have businesses go bankrupt meaning that everyone will be out of a job which would make the economy even worse and encourage businesses to hire fewer people when times are good.
