What is the best way to bring an additional partner into an S-Corp?

I am a 50% shareholder (1000 shares) in an S-Corporation. There are two other partners each holding 25% (500 shares each) of the shares. We want to add another partner and offer him 25% of the over all company. Do we just issue more shares and dilute the other owners position or redistribute the shares we already have?
