Why are American banks being so slow with foreclosures?

There is a game being played. Banks contend they don't have the resources, need more people but at the same time, they are making record profits and refusing to hire more workers. There also the fact that banks think the problem will "self-correct". In other words people will start paying again when they can. Besides in this market, and with the cost of foreclosing , they would lose significantly on a house they most likely couldn't sell.
